Re: El surgimiento de una enfermedad propia de la edad media, como es el cólera, ha hecho que los gobiernos y los habitantes de la región reaccionen ante la enorme deuda social acumulada que tiene una expresión en términos de salud y ambiente. En virtud de ello, la OPS llevó a consideración de los señores Presidentes de los países iberoamericanos, el Plan Regional de Inversiones en Ambiente y Salud (PIAS), que es un marco de referencia para un proceso que debe expresarse durante los próximos doce años a nivel de cada país de la Región. El PIAS está fundamentado en tres aspectos: la movilización de la voluntad política, el fortalecimiento de la capacidad de diseñar y ejecutar inversiones y la descentralización fundamentada en una responsabilidad mutua. El plan tiene cinco componentes, uno relacionado con las intervenciones ambientales, otro para los servicios de salud y los tres restantes con los procesos de: a) preinversión, estudios sectoriales, desarrollo institucional, b) las inversiones en desarrollos científicos y tecnológicos en salud y ambiente, y c) la atención de grupos especiales de población (AU).

Re: Through the next decade, we will continue to see a major transition in the corporate management of environmental, health, and safety (EHS) issues. First, the nature of the issues being addressed has changed from managing visible air and water pollution in the recent past to viewing environmental control as a risk management issue. Moreover, leading companies are moving away from a functional approach and integrating EHS concerns into business decision - making. Their focus is on developing effective EHS management system that can tie much more losely to their business processes. A greater emphasis is also being placed on the environmental review of operations and on developing new tools to assess how well a company is management its environmental, health, and safety issues against goal. One new and effective way to measure performance is the Environmental Performance Index, which takes into consideration the environmental impacts caused by the company's operations as well as the progress made toward the company's environmental goals (AU).

Re: Geographic information systems (GIS) have been used successfully in Latin America and the Caribbean to assist development planners in natural hazards assessments. Individual and multiple hazards analysis have been combined with information on natural resources, population, and infraestructure using PC-based GIS technology to assess vulnerability of sectoral development projects as well as to support emergency preparedness and response activities. Applications have been at the national, regional, and local levels. The design of data bases, selection of GIS software and computer hardware, and introduction of spatial analysis into integrated development planning and emergency planning processes have been carried out in accordance with counterpart agency skill and experience levels. Re: Presently in third world countries there is a major reliance on government and other external sources for disaster assistance while there is very limited assimilation of organized community participation in formal disaster reconstruction programs. There is a need to involve the urban and rural poor -who are usually those most affected by natural phenomena- in pre and post disaster operations in orden to expand the human resource base to confront the damage and disruption of natural hazards. The inclusion of the informal sector as a hazard reduction component can be shown to be successful be reviewing the activities of CII - Viviendas, a non-profit organization which emergeed to coordinate the activities of the reconstruction programs for housing in the rural sector as a consequence of hurricanes David and Frederick which struck the Dominican Republic in 1979 (AU).

Re: The population of World Wide Web (WWW) as a mediom of information exchange can be used for disaster management. In this paper, a method is described how to create a data base of disasters which can be used for emergency management in the Caribbean. This consists of a central server which hosts the database with the associated software and a number of nodes (sub-servers) with special authorization to update the database. A Common Gateway Interfase (CGI) script is used to create, update an retrieve the database. Images and video of the disaster can also behosted at the server or at any of the nodes. The database can be mirrored at the central server as well as at the nodes. The basic skeleton of such a network is designed and is available at URL: http://www.physics.uwimona.edu.jm:110/staff/vist/abraham/climate/author.html This webside will by extremely usefull for scientists, engineers, policy maker and media. Though anybody can retrieve the data through WWW, only authorised individuals at the server and nodes are allowed to create and update the data. This is to protect the database from hackers and other unlawful individuals. The flexibility of the system ensures the fastest, quickest and cheapest way of information exchange across the islands of the Caribbean, which is essential for disaster emergency management (AU).

Re: It has been a growing challenge in the area of the natural disaster risk management to manipulate information as a result of massive volumes of new incoming data. GIS, GPS, the Internet, Wireless Communication and Multimedia User Interface have been seen as a collection of useful tools in handling such spatial and non-spatial information. However, because the information involved is heterogeneous by nature and usually instantly changeable, the question that how to have access to those heterogeneous data in a continuously changing environment efficiently still remains unanswered in spite of a few successful attempts to integrate GIS and the other state-of-art technologies. This is accomplished by introducing the concept and the functionality of Internet Agent. Then the advantages of using Internet Agent approach in the natural disaster risk management are identified. The implementation design framework of an in-vehicle navigation system that uses Internet Agent as a middleware to integrate GPS. Multimedia User Interface with distributed GIS databases and functional servers is also presented as a case study.

Re: Data aggregation and dissemination are vital for risk management and environmental monitoring. Providing access to a GIS via Internet can efficiently fulfill the aforesaid tasks. The present paper describes the salient features of an online GIS that was developed and implemented on a low-cost personal computer. The software components used in the online system are available entirely in public domain. The system is based on a Client/Server model and consists of three main components namely data gathering module, data analysis module and the data visualization module. Various functions of these modules can be remotely accessed using Web browser software that has become to be widely available. Applicability of the system is demonstrated using groundwater data as an example. The system's ability to generate data, analyze and visualize spatial information remotely over a network is a major step towards encouraging public-participation and providing spatial information to both hazard risk managers and the general public. It is hoped that with the increasing availability of spatial information, online GIS will enhance our ability to mitigate hazard risk and promote environmental awareness.
